When you use an anvil, you will also need the lure enchanted book. These can be found in chests throughout your Minecraft world or by trading with a librarian villager with the lure enchantment.
Performing the Enchantment
Now that you have the tools to perform the enchantment, here's what you do:
Using the enchantment table, you will need a fishing rod and one lapis lazuli. Place the fishing rod and the lapis lazuli in their respective slots.

Just remember that the lure enchantment won't influence what you catch but how quickly you catch it. If you want to increase your chances of catching rare items while fishing, you'll need to obtain the "Luck of the Sea" enchantment.
